Begin by ensuring that the external hard drive is not visible through Disk Management even though it is not visible on File Explorer. Test out other USB ports or cables and possibly other computers. In the event that the external hard drive is visible yet it is impossible to access the files, resist the urge to format, initialize, or save any other files to the hard drive.
