I just found out that I have a Blue Notice against me, which they say is just for "collecting info". I am not currently charged with anything but it makes me very nervous when I travel. Does a Blue Notice always lead to a Red Notice later on? Can I challenge this monitoring even if I haven't been arrested yet?

A Blue Notice is definitely a warning sign that a government is building a case against you. It is often a precursor to a Red Notice, so you shouldn't ignore it. You can definitely challenge it if you believe the investigation is illegal or based on false info. There is a breakdown of how to handle these different types of notices on their official website https://intercollegium.com/. They have experts who deal with data protection rules within Interpol. In my case, we managed to get a notice removed by showing that the info being sought was for a biased investigation. It is all about protecting your privacy and freedom of movement before the situation gets worse.
