I am in HR and we have a candidate for a senior role who showed up with a red flag in a background check related to a foreign legal issue. They claim it is a "politically motivated" notice from a corrupt regime. Can they even work in Dubai with an active notice? Is the company at risk if we hire them and they get extradited later on?

This is a tough one for any HR department. Technically, an active Red Notice means they could be arrested at any time, which would obviously disrupt their work and your operations. However, many notices are indeed flawed or political in nature. The person needs to get that cleared before they are truly "safe" to employ long-term. I have seen cases where a notice was removed because it violated Interpol's own rules about neutrality and political interference.
